SABER is Saudi Arabia's electronic product-safety platform for registering products and issuing conformity certificates under applicable Saudi technical regulations. The route depends on the product classification, HS code, risk level and current regulatory scope; not every product follows the same conformity-assessment path.

SABER Certification Application Process
SABER is an electronic service system that issues product conformity certificates according to Saudi standards and specifications, designed to register products and issue conformity assessment certificates before market entry.
Create SABER Account
Register a company account in the SABER system, complete supplier registration, and obtain system login credentials.

Account access and review timing depend on the completeness of the supplier registration.
Apply for SABER-PC Certificate
Submit product technical documents through the SABER system to apply for Product Certificate of Conformity (PC).

- Product photos and label samples
- Factory ISO certificate (if applicable)
High-risk products may require factory audit - please allow sufficient time
Obtain PC Certificate
After the applicable conformity-assessment body completes its review, the Product Certificate of Conformity is issued with the validity and conditions shown on the certificate.

SALEEM Program Background
SABER certification is part of Saudi Arabia's implementation of the SALEEM Program (Saudi Product Safety Program), an online certification service system launched by the government. The SALEEM Program is part of Saudi Vision 2030 and represents two strategic objectives of the Ministry of Commerce and Industry (MOCI): "Establish consumer confidence in products available in the market" and "Ensure fair trade between buyers and sellers."
